The Engineering Division of the Public Works Department is responsible for the following: 

• Managing the development of safe and reliable infrastructure throughout the Town. 
• Managing the design and construction of roadways, utilities, building facilities, stormwater drainage, and other Town infrastructure. 
• Preparation of construction documents, contract documents, project management, project inspection and construction administration. 
• Development and implementation of the Town’s Capital Improvement Plan. 
• Management of work in the Town’s right-of-way by administering permits, reviews, and inspections. 
• Completion of private development review by reviewing development permits, building permits, and all associated submittals for compliance with Town and other relevant engineering standards. 
• Completion of inspections of private development, redevelopment, and public projects. Inspections include certificates of occupancy, building permits, infrastructure permits, floodplain development permits, right-of-way permits, and public projects. 
• Administration of the Town’s floodplain development and permits per the National Flood Insurance Program Requirements, as well as watercourse and drainage management. 
• Supervision and control of public infrastructure and capital projects. 
• Development of Town master plans and studies, including the sidewalk master plan, drainage master plan, and traffic studies. 
• Development of Town engineering code, standards, and specifications. 
• Management of the Town’s Geographical Information Systems (GIS). The GIS system manages the Town’s infrastructure, zoning, data and other information in a mapping software program. 
• Operation of an aerial drone for mapping, surveying, and photographing of Town projects and infrastructure.

The Engineering Division requires permits and inspections for nearly all construction work within the Town of Breckenridge.  The Permits and Inspections Page contains permit applications, requirements, and additional information on inspections.

The Town of Breckenridge Engineering Standards apply to all private and public development and construction within the Town of Breckenridge.  The Standards were updated and formally adopted in February 2022.  The Engineering Standards Page contains all Standards documents.

Each year Town of Breckenridge employees put together a conditions assessments of the Town’s roads. In 2020, an outside consultant was hired to survey road conditions and assign Pavement Condition Index values. The results of that survey and the Towns projection of the next 5 years of work are included on the Road Conditions Survey and Rehabilitation Projects Map.

Construction work in Breckenridge meeting the minimum conditions of  Colorado Subsurface Utility Engineering Senate Bill (SUE) shall meet all requirements of SUE.
