Joint Upper Blue Master Plan
In 1997, the towns of Blue River and Breckenridge, along with Summit County, adopted the Joint Upper Blue Master Plan. The joint plan was adopted to provide a common and cooperative planning approach to land use issues in the Upper Blue Basin. Cornerstones of the plan include a cap on density increases in the basin, a backcountry protection strategy, transfer of development rights program, and density reduction targets.
In 2011, Summit County, the Town of Breckenridge and the Town of Blue River updated the Joint Upper Blue Master Plan. The Master Plan provides specific policy direction for Summit County, the Town of Breckenridge and the Town of Blue River as they consider future decisions affecting the location and intensity of development, affordable housing, public transportation, protection of natural resources, and a host of other important issues in the Upper Blue Basin. This is the first update to the Plan since its initial adoption in 1997.
