Contractor Requirements
To be able to be listed as the contractor on a building permit, the contractor must have a Town of Breckenridge Business License. Please Click Here for information on obtaining a Town of Breckenridge Business License. The contractor listed on a permit should be entity doing the work and calling in the inspections. Business licenses are not contractor licenses - the Town of Breckenridge does not license general contractors or regulate general contractor licenses.
Technical Contractor Requirements
In the Town of Breckenridge, electrical work must be done by a Colorado Licensed Electrician in addition to obtaining a Town of Breckenridge Business License. To apply for a permit as an Electrical Contractor, contractor will need to provide a copy of their valid State of Colorado Electrical Contractor's License, as well as their State of Colorado Master Electrician's License.
Plumbing work must be done by a Colorado Licensed Plumber in addition to getting the Town of Breckenridge Business License. To apply for a permit as a Plumbing Contractor, contractor will need to provide a copy of their valid State of Colorado Plumbing Contractor's License, as well as their State of Colorado Master Plumber's License.

Photovoltaic Alternative Energy contractors are required to provide proof of being a NABCEP Certified PV Installer in addition to obtaining a Town of Breckenridge Business License. The Alternative Energy Contractor may carry the State of Colorado Electrical Contractor, and the State of Colorado Master Electrician's License.
Solar Hot Water Alternative Energy contractors are required to obtain a Town of Breckenridge Business License. A Mechanical Permit must then be pulled by a State of Colorado Licensed Plumber. The Alternative Energy Contractor may carry the State of Colorado Master Plumber License, and the State of Colorado Plumbing Contractor License.

Homeowner Permits
The owner of a residential property in the Town of Breckenridge may apply for a building permit as an owner/builder. Owners are responsible for adhering to all building department rules, regulations, building codes, required inspections, etc. Owners planning on pulling this type of permit should be comfortable handling all aspects of a construction project from start to finish. Any electrical or plumbing work on a homeowner permit is required to be done by a Colorado State Licensed Electrician or Plumber (see Technical Contractor Requirements above) and cannot be performed by the owner.
Contemporaneous Review
Town of Breckenridge inspectors may, based on that inspector's familiarity with the installer, require each individual doing electrical or plumbing work to produce documentation showing they are a currently licensed Colorado state electrician/plumber or registered apprentice. In accordance of CRS 12-115 and CRS 12-155:
- Contemporaneous review of licenses may be performed on job sites during electrical/plumbing inspections.
- Contemporaneous review of licenses may be performed on job sites randomly if Town of Breckenridge inspectors are on the job site.
- Electrical/Plumbing contractors are not required to be present for all inspections except if requested by an inspector.
- Review of license will be required upon an investigation of receiving complaint(s) of non-compliance.
- Verify Electrical/Plumbing contractors compliance to licensee-to-apprentice ratio, as required by law. The inspecting entity must also determine actions to take should violations occur.
The goal of a cotemporaneous review is to advise plumbing contractors of the importance for compliance with the provisions of CRS-12-58, specifically the supervision of apprentices for education of the trades, to improve worker safety and to provide code compliant plumbing installations for the end user.
