A public meeting will be conducted for informing citizens and soliciting public input, written or oral, regarding the Breckenridge Second Water Plant and Project Needs Assessment (PNA). The PNA is a report detailing the project which consists of a raw water intake with pumping facilities in and along the Blue River near Lake Dillon; raw water pipeline that transmits water from the intake to the water treatment plant; water treatment plant facility and site improvements on the McCain Property; and finished water pipeline that connects the high service pump station at the water treatment plant to the distribution system near the existing North Tank. The report is being submitted to the Colorado Department of Public Health and Environment (CDPHE) to qualify the Breckenridge Second Water Plant for a State Revolving Fund Loan.

Included in the PNA are details of the current water system structure and operation, project purpose and need, existing facilities analysis, facility planning analysis, assessment alternatives, and the selected alternative. As part of the alternative selection process a number of justifications were evaluated including cost, environmental impacts, land requirements, and operational aspects. The Town determined that a second water treatment plant is required to: 1) allow the existing water treatment plant to be taken off line for repairs and refurbishments; 2) provide a second source of potable water to the community for flexibility in the case of wildfire; and 3) provide additional supply for the build-out of the Town and to allow additional customers in the valley to connect to the Town’s water system.

The estimated capital investment for the project is $53M and the estimated yearly operation and maintenance cost is $777,450 at 3 MGD production. Water user rates are anticipated to increase by 5% per year until the year 2037. Plant Investment Fees (PIFs) are anticipated to increase by 20% in 2018 and then increase by 10% per year until the year 2037.
